As per recent estimates, 24% Indian population accounting for 332 million persons have access to Internet. It is equally revealing to note that out of these, 323 million accounting for 97% have access through mobile services.7 Thus, mobile users form the largest pool of potential consumers of crowd sourcing.

As may be seen from Table 3, the access to mobile is increasing the scope of crowd sourcing across the country. Urban India with an estimated population of 444 million already has 269 million persons (61%) using the Internet. Rural India, with an estimated population of 906 million as per 2011 census, has only 163 million (17%) Internet users.8 It is further important to note that the access to mobile to bottom quintile in urban area is as high as 77%, whereas they significantly lack access to basic services such as tap water (only 18%), paved roads, sewage, street lighting, solid waste collection etc. Therefore, crowd sourcing (Internet/mobile connectivity) can significantly promote inclusive municipal governance at grass-roots level.Table 3Mobile connectivity in urban areas
